Despatch No. 131 of 4th September 1855. With reference to the following words in this despatch, I beg, on Mr. Bowring's suggestion, to offer a remark:

"neither the Despatch accompanying 'the Book,' nor any documents connected therewith, were laid before me anterior to their transmission to your Lordship. No Despatch from Colonial Secretary to the Secretary of State ever left the Colony when Sir John Bowring was present, without being first submitted for perusal by His Excellency."

I myself perfectly recollect that the Despatch transmitting the Blue Book and its enclosures (my letter of Report to the Lieutenant Governor) were placed before Sir John Bowring with the other Despatches of the day on the afternoon of Saturday
